Firearm Transfers
Ursa Tactical Supply is a California-based Federal Firearms Licensee (FFL) that offers a firearm transfer service for customers purchasing firearms from other dealers or online firearms retailers. Ursa Tactical is authorized to receive firearms on behalf of customers and facilitate the transfer process in compliance with federal and state laws.
Under federal law, firearms purchased from another dealer or online must be shipped directly to an FFL.
Ursa Tactical, as the receiving FFL, can handle all aspects of the transfer process, ensuring all legal requirements are met.
What to know
General Requirements
- Firearm Safety Certificate (FSC): Customers must possess a valid FSC or qualify for an exempt category (e.g., active law enforcement officers, military personnel with specific credentials). If you need your FSC, we can administer the test for you. Learn more about it here.
- Legal Presence: Proof of U.S. citizenship or legal residency is required.
- CA Residency: Proof of California residency is mandatory.
- Age: In CA, customers must be at least 21 years old in order to purchase both handguns and long guns.
- Forms of Identification: A valid California driver’s license or ID card is required. A REAL ID is highly recommended. To verify if you have a REAL ID, look for a gold bear and star in the upper right corner of your ID.
How it works
Process Overview
- Online Purchase: Before completing a firearms purchase, customers should ensure the firearm complies with California’s strict gun laws. It is the purchaser’s responsibility to verify that the firearm is California compliant. Please see the section below for assistance on determining whether the firearm is California compliant or not.
- Submit Transfer Request: Customers are requested to complete an Ursa Tactical transfer request form before the firearm is scheduled to arrive. This helps us prepare for the transfer and expedite the process when we receive it.
- Receiving the Firearm and Starting DROS: Once we receive the firearm, we will contact the customer to initiate the Dealer Record of Sale (DROS) process, which must be conducted face-to-face at our location.
- Background Check: A mandatory background check is conducted by the DOJ as part of the DROS process.
- Waiting Period: California law requires a 10-day waiting period before the firearm can be released to the customer.
- Final Pickup: After the waiting period and successful background check, we notify the customer and arrange for the pick up of the firearm at Ursa Tactical.

California's Gun Laws
To assist our customers in complying with California’s gun laws, we provide the following high level reference information. This is by no means comprehensive. Please refer to the DOJ’s website and/or consult with your attorney to determine the legal status of the firearm you are purchasing. We also provide links to some information published by Calguns.net, a popular online firearms community. Please use this information at your own risk.
- Handguns: Must be specifically listed on the California Handgun Roster (California DOJ Roster). Exceptions include the single-action revolver exemption, which applies to revolvers with a barrel length of at least 3 inches, requiring the hammer to be manually cocked for each shot. Prohibited features include threaded barrels.
- Rifles and Shotguns (Long Guns): California’s Assault Weapons Law restricts specific features, such as detachable magazines combined with certain characteristics (e.g., pistol grips, flash suppressors). Each feature is subject to detailed regulations.
- Magazine Capacity: California law limits magazine capacity to 10 rounds for both handguns and rifles.
